No - currently, all Scribe plans sit at the Team level and apply to every member within a team, so all members within one Team will need to be on the same plan. For example, if Best Team Ever is a Pro team, all members of Best Team Ever will constitute one Pro license each.
All members of a Pro team will have access to the same Pro feature set and Scribes and Pages their teammates create.
